Bid preparation for public tenders when deadlines pile up
We read the tender documents and draft the technical part of the bid, matched to each award criterion. You set the price and the improvements, review it, sign it and submit it.
Sofyer's technical office prepares documentation for companies and firms that sign what is delivered: engineering projects and public tender bids. This page is for companies that bid regularly and, when several deadlines coincide, cannot prepare every bid with the care it needs.
What we prepare
Reading the tender documents
Outline of what is scored: judgement-based and formula-based criteria, points for each, minimum thresholds, length and format limits, and the documents each envelope requires.
Technical proposal
Written criterion by criterion, in the order of the tender and within its length limit: methodology, organisation of the service or works, human and material resources, and quality control.
Work programme
Planning by phase or activity with bar chart, milestones and partial deadlines consistent with the contract term.
Plans required by the tender
Quality, environment, health and safety, waste management or whatever each tender requires, adapted to the contract and to your actual resources.
Improvements
Drafting and justification of the improvements you decide to offer, with description and valuation where the tender asks for it.
Administrative documents
List of what must be provided and drafts of responsible declarations and the ESPD, for you to review and sign.
Follow-up requests
Replies to clarification requests from the contracting authority and justification of bids flagged as abnormally low, with the data you provide.
Who does what
Sofyer
- Reading the tender and scoring outline.
- Drafting the technical documents, in your format.
- Checking length, format and the content required in each envelope.
- Revisions until the company approves the document.
The bidding company
- Decision to bid, price and improvements.
- Actual data on resources, staff, certificates and experience.
- Final review, electronic signature and submission on the platform.
- Responsibility for everything submitted.
How a bid is prepared
- 1You send us the tender documents and annexes as soon as you decide to bid.
- 2We return the scoring outline, the list of data we need from you and the price and delivery date, in writing.
- 3We draft the documents and deliver them well before the deadline for your review.
- 4We incorporate your corrections. You submit the bid.
How we charge
Per bid, fixed price
Set after reading the tender, according to length and what must be drafted, and confirmed in writing before starting.
No fees
No monthly fee or commitment. You pay for each bid you order.
Lead times
They depend on the tender and its deadline. The sooner we receive it, the more review time is left. The lead time is confirmed per job, not promised in general.
What we need to start
- Administrative clauses, technical specifications and all published annexes and clarifications.
- Your previous proposals, if any, and the corporate template or format you use.
- Resources you will assign: staff and qualifications, machinery, vehicles and facilities.
- Quality or environmental certificates and similar contracts carried out.
- The improvements you want to offer, if already decided.
Questions
Do you submit the bid on our behalf?
No. Signature and submission belong to the bidding company, with its electronic certificate.
Do you guarantee the award or a score?
No. The contracting authority scores the bids. What we do is make sure the documents answer everything the tender scores and comply with its format.
Do you set the price?
No. The financial offer always belongs to the company.
Will you sign an NDA?
Yes, if the company asks, before receiving any document.
What if the authority asks to justify an abnormally low bid?
We prepare the justification with the cost data you provide. The deadline is usually short, so let us know as soon as the request arrives.
Send us the tender
